The Japanese had the 5th largest tank force in the world, however they were mostly used against the chinese who had almost no tanks whatsoever. I would say that their tanks were not supposed to be the main force of the military like Germany, and that even if they produced heavier tanks, it would not change the outcome of the war, and probably would be worse off anyway. This isn’t to bash japan though, because with the Island hoping campaign in the pacific, heavy breakthrough tanks wouldn’t be useful in defending small islands. Nearly all Japanese tanks were fitted with weak armor and small guns, that the Sherman was actually overkill, and many obsolete tanks like the M2 Stuart were more than enough to compete with them. The cavalry won out, partially because the islands in the pacific would make moving heavy tanks a logistical nightmare, and partially to save resources for the navy. During the Sino Japanese war, the Ha-Go and type 97 tanks were just meant to support their infantry, but there was a struggle between the cavalry officers and infantry officers, because the cavalry wanted the tanks to be able to keep up with them, but the infantry were afraid that lighter tanks wouldn’t be able to actually support them. Japan relied on its Navy, so the army kind of got the short end of the stick. Yes, but compared to any Allied opposition (Australia, India, America, but not China, because as far as I know they did not have a large tank force), they were obsolete.
